REGULAR MEETING                                                                                                           JAN. 20, 2009
TOWN OFFICE BUILDING                                                                                                  6:30 P. M.

First Selectman Eldredge called the meeting to order at 6:30 P.M. with the following in attendance:  Selectmen Palmer & Charette, L. Nicholls, and residents.  First Selectman Eldredge led the Pledge of Allegiance.

APPROVAL OF MINUTES
SELECTMAN CHARETTE MOVED TO APPROVE THE MINUTES OF 1/5/09.  
Selectman Palmer seconded the motion.
VOTE:  3 YES (ELDREDGE, PALMER & CHARETTE)    0  NO

SELECTMAN PALMER MOVED TO APPROVE THE MINUTES OF 1/9/09.
Selectman Charette seconded the motion.
VOTE:  3 YES (ELDREDGE, PALMER & CHARETTE)    0  NO

SELECTMAN CHARETTE MOVED TO APPROVE THE MINUTES OF 1/14/09.  
Selectman Palmer seconded the motion.

PRESENT TO SPEAK
Bob Wiecenski commented Public Works did a great job plowing the roads.

CORRESPONDENCE
A list of correspondence was available at the meeting and in the Selectman’s office.

PUBLIC WORKS
Lynn commented she wants to thank the crew and the contractors; we put in a lot of hours.  We have been out 4 weekends.  We leave the roads mealy for traction.  Some people are still parking their cars on the roads.  We will start on snow removal in some areas and pushing back for site lines, drainage and future storms.  First Selectman Eldredge commented he was very impressed with what was done; Willington roads are in better shape than other towns.  The snow budget will be gone over on Thursday.  Selectman Palmer commented the projected revenue deficit is $150,000 to $200,000.  Selectman Charette asked will the Board of Education have a surplus?  This is not known yet.  Selectman Palmer commented one suggestion was to ask Region 19 for something back.  Revenue projections are dropping more and more.  First Selectman Eldredge commented a letter will be going to all department heads, from the Board of Finance, to cut spending.  Lynn commented she

had to order oil, salt and calcium; with the storms and working weekends we are using oil 7 days.  Selectman Palmer commented we will have a better idea around mid February about revenues.

PROCLAMATION – WEAR RED DAY FOR WOMEN
FIRST SELECTMAN MOVED THAT WE SUPPORT THE PROCLAMATION AND AUTHORIZE THE FIRST SELECTMAN TO SIGN IT PROCLAIMING FEBRUARY 6, 2009 “WEAR RED DAY FOR WOMEN”.
Selectman Charette seconded the motion.
VOTE:  3 YES (ELDREDGE, PALMER & CHARETTE)    0  NO

PROCLAMATION - WEAR RED DAY FOR WOMEN

WHEREAS, diseases of the heart are the nation’s leading cause of death and stroke is the third leading cause of death;
WHEREAS, more than 5,300 women in Connecticut die of cardiovascular disease each year; and
WHEREAS, cardiovascular diseases (CVD) are the leading cause of death among women; and
WHEREAS, Cardiovascular disease and stroke kill more than 460,000 women in the U.S. every year; more than the next 5 causes of death combined, including all cancers and,
WHEREAS, of every 5 people who die from stroke, about 2 are men and 3 are women and,
WHEREAS, one in 2.6 deaths in women are from cardiovascular disease (CVD); and,
WHEREAS, about 60,000 more women than men have a stroke each year; and
WHEREAS, the American Heart Association is continuing their Go Red For Women movement to encourages women to pay attention to their hearts and help them live longer, stronger lives by reducing their risk for cardiovascular disease;
NOW, THEREFORE, I Michael Eldredge, First Selectman of the Town of Willington, in recognition of the importance of the ongoing fight against heart disease and stroke, do hereby proclaim February 6, 2009, to be
“Wear Red Day For Women”
in Willington, Connecticut and urge all citizens to wear red in recognition of family friends and neighbors who have suffered from heart disease, and as a show of support to fight it.  By increasing awareness of the risk factors for this devastating disease and taking actions to reduce them, we can save thousand of lives each year.
IN TESTIMONY WHEREOF, I have hereunto set my hand and cause to be affixed the seal of Willington, CT this 20th. Day of January 2009.

GOOD & WELFARE  
First Selectman Eldredge commented he met with Larry Wagner regarding applying for a Rehab grant.  The grant could be up to $300,000 to rehabilitate homes.  The request for proposals for a consultant is on the State Department of Administrative Services site and proposals are due back January 28, 2009.  First Selectman Eldredge commented he is attending a meeting in Hartford on Feb. 19th. regarding the grant.  We get 25 points for attending the meeting.  Selectman Palmer commented he talked to Superintendent Harding about the Layer Eight Assessment for the server.  It would cost $750 each for a report on support for the server.  First Selectman Eldredge commented we will check the budget for the money.

Selectman Charette seconded the motion.
VOTE:  3 YES (ELDREDGE, PALMER & CHARETTE)    0  NO

SELECTMAN PALMER MOVED TO COME OUT OF EXECUTIVE SESSION AND ADJOURN THE MEETING AT 7:20 P.M.
